“Il y a” (there is/are) is a locution that is used to indicate things or people somewhere.
Example:
Il y a un livre sur l'étagère.
Il y a ma mère chez moi.
Il y a mon chien et mon chat enfermés dans ma chambre.

/!\ Warning: in French “il y a” is ALWAYS singular.
