The impersonal verbs are verbs that don't need any personal pronoun, they are always used with the pronoun “il” (it in english). It is impossible to replace “il” by the name of someone or by a pronoun.
Example:
Il neige beaucoup en haute montagne.

This type of verb is generally used to talk about the weather.
Examples:
*Il neige
*Il pleut
*Il y a du brouillard
*Il vente
*Il y a du soleil
